An "Off exchange plan" refers to a health insurance policy that meets the requirements of the Affordable Care Act (a.k.a. ObamaCare) but is not available for purchase within a state exchange. Off Exchange is the method used to purchase Insurance through carriers when the purchaser does not qualify for a tax credit.
